plans for downtown
To effectively manage the 6.5 mile Central Business Improvement District, the Center City Commission recognized the need to have clearly defined and publicly adopted priorities.

To define these priorities the Center City Commission recently updated its Strategic Plan for the Continued Redevelopment of the Central Business Improvement District, a document that sets forth specific goals to be reached during the course of the next five years.

Nine goals outlined in the Strategic Plan are:

  • A Thriving Downtown
  • A Self-Sustaining Main Street Mall
  • An Attractive & Exciting Riverfront
  • Diverse Residential Neighborhoods
  • A World-Class Medical District
  • Improvided Public Environment
  • Improved Transportation & Access
  • Restored Landmark Buildings and Improved Land Uses
  • Greater Awareness of Downtown

In addition to its Strategic Plan, the Center City Commission has adopted several smaller, more specific plans:

Memphis Main Street Development Plan, which directly addresses our Strategic Plan Goal to foster a self-sustaining Main Street Mall.

CBID Streetscape Master Plan, which provides a guidebook for implementing streetscape improvements in an 80-block area extending from the Riverfront to Fourth Street and from Auction Avenue to G.E. Patterson Avenue.

Downtown Memphis Wayfinding Program, which promotes tourism for the region by forming a consistent system of tourism-oriented directional signage so visitors may clearly find attractions and landmarks.

Medical District Master Plan, which provides a planning framework to guide future development in the Memphis Medical District during the next 10 to 15 years and beyond.
